Please reset the warehouse limits between settlements. I don't use the warehouse limits (outside of reserving some resources for orders), but often run into problems where resources aren't being used in a new settlement.
The problem ends up being that warehouse limits were set in a previous game.
Apparently, this problem is confusing people on reddit, as it comes up in r/Against_The_Storm rather frequently: www.reddit.com/r/Against_the_Storm/comments/1bkcfr6/game_breaking_flour_bug/
TL:DR: Unlock all warehouse limits between games - most players expect them to work that way.
EDIT: Fixed subreddit typo, added link to recent discussion

You can already do this. you just need to deselect the lock button on the resource when you set it. This will make it so it doesn't go from game to game.
For example, I always have 10-10-20 set on T2 Resources (Brick, Fabric and planks.). Those have a lock next to it so it'll be restricted every game. But when I get a quest for say 30 oil, all I do is enter 30 next to oil and deselect the lock and it'll only reserve 30 oil for this current settlement.
Hope this helps!

Thanks. I saw that they added an automatic reset as one of the changes for the experimental 1.3 branch.
The lock icon didn't really make sense - I was expecting a save/restore icons like for recipes.
I thought the lock status changes when you type something in, but I was clicking the icon because I thought it was saving the limits (as opposed to losing them when you close the dialog box).
