Actually lose the rights to tiles when you abandon/fail

When it says "you've lost the rights to this land", why not make the player actually lose access to this tile? maybe make it a "bribe to access" tile where you have to expend citadel resources to play on this tile again, with it becoming more expensive with each abandon/loss.

I can also see other AI viceroys racing for the tile you've lost the rights to settle to to introduce a sense of urgency of "bribing for another attempt"
