What if instead of simply declining new cornerstone, you got some amber for doing so? I think this would open up a lot of interesting new strategies and help alleviate the sinking feeling when offered with cornerstones you don't really want/need.

Maybe a few far less rewarding but nevertheless useful options, which grow in number over time or through other kinds of unlocks (like citadel tree, or other cornerstones). Rather than just amber, could also include packs of food or other resources, +1 to global resolve, etc.

sometimes you don't need amber either, but some sort of reward or choice of reward for declining cornerstones might be useful. It seems like some are always scrambling for building options: maybe if you decline more than one cornerstone you can get a free blueprint or such? Maybe options if you think of it similar to embark points and they tally up (heck, could you just apply it like embark points and you can ask for something available to be delivered instead? Amber is one of the options on that list further along so it'd cover this too, if late game).
