Consumption control for production

I'd really like the ability to control consumption of everything at a global scale.

It's a PITA to chase down every single building that is using coal when I need to reserve it for an event that's about to murder half my dudes.

Also limiting the threshold for recipes would be nice to have (to craft building supplies, when we have more than 20 planks or 16 cloth), craft barrels only when we have more than 24 planks and 10 cooper ignots

In extension of this, perhaps a feature to enable consumption of goods when a certain threshold is reached? For example: only use coal in recipies when stockpile is over 40
