Fix the Blood Flowers micro loophole

There's a loophole where you can dodge the Blood Flowers effect by filling production buildings with food (both as raw ingredients and outputs). I think you should close this loophole by allowing Blood Flowers to raid internal storage of buildings *if* the Warehouse doesn't have enough of the item to take. It's annoying counter-intuitive micro that strongly dominates the strategy of just playing the way it seems intended to work.
