I started a forsaken town, and had the 'Back to nature' cornerstone as one of my pre-selected cornerstones, which as part of it's acquisition effect means you lose all stored food. The town had no immediately set up ways of getting food, and multiple villagers starved 2 minutes into the game.
This interaction feels overly harsh. I suspect it would be better if the cornerstone penalties were applied before the caravan resources are added to the settlement. This allows the player to know a bit more about what they're getting themselves into.

Yes, any choice they have made should already have taken effect before you got there with your caravan.
