"Greater Threat" Forest Mystery too devastating at 2 hostility

"For every discovered dangerous or forbidden glade, get -2 global resolve".
In my opinion it should not be active that soon, it's way too devastating compared to all the others. Not going to any dangerous glades really is not an option, since you will very quickly run out of resources. So I would at least make it active only at hostility 3, or somehow change it.
