Increased Embark Range cannot be fully utilized without the upgrade for Increased Vision from towns, which is significantly higher up the tech tree, meaning that selecting the Increased Embark Range is a bit of an early trap if you select it for that benefit.

It still allows you to position cities more flexibly if you are near the NPCs. It came in handy a few times, but you are right, it doesn't feel like the upgrade I was expecting it was.
