Hi! You can already do this in the Recipes Panel. To open it, simply click the book icon in the top right corner of the HUD. There, you can search for any resource and set a global limit for it, which will be applied to all buildings that produce the given resource.
You can also save your limit settings using one of the two small round buttons on the right side of the panel. In your next game, you can simply load those settings using the other button (they have tooltips to make it easier to understand which is the save and which is the load button). You can also check the "auto load recipe limits" option in the Options menu to always load your saved limits when you start a new game.

It might be helpful if when you set production limit on an item, say bricks, the limit applies to all buildings that can produce bricks.
