Orders need a number pass

I'm constantly being offered orders that will never be completed in a reasonable time frame. I don't want to see an order for 25 humans if I have 10. It will take in game years to accrue that many people and there's very little I can do to constructively work towards that goal.
Several luxury orders ran into the same issue. Fulfilling 28 biscuit/jerky needs simultaneously is impossible if I don't have 28 citizens with biscuit or jerky needs. I don't mind being two or three citizens from the goal, but nearly ten is just unacceptable.

Actually I have completely opposite experience - more often than not orders are actually too easy to do(Open X glades I'm looking at you) so the harder to do orders like fulfiling needs are more fun to play around and actually require some decisions to fulfil, like taking specific villagers, cornerstones, buildings etc .
