QoL: Key binding that opens a panel also closes it.

When you open a Panel, the only way to close it is to click the 'X' or hit Esc. Using the same button that opened the Panel window to also close it feels natural.
Additionally, I find myself often hitting "T" instead of "R" when I want to rotate a building, opening up the Recipes Panel forcing me to adjust, so I had to rebind it. Being able to quickly close it would work even better.
