I think the issue with houses is that they currently scale with a percentage of the population. Meaning, if 100% of the population in a race are housed, then you get the max benefit - +3. That means that if you had +3 and then new villagers came in, you lose that bonus unless you continue building houses for them as well, which is costly, especially in higher prestiges.
I think houses should have thresholds instead where you get a point of resolve for every few villagers specially housed, similar to the housing thresholds that Hearths have. You are then limited by the amount of villagers that you have. The thresholds should not be linear, and it would increase in the amount of needed housed villagers for each additional point of resolve.
