Currently, when a service type is forbidden in the consumption control, service building workers will still carry the respective items to the service building anyway. Which is really annoying when you are trying to save up said items for an order, trade route or to solve glade events, as the goods can't be used once a worker decides to go get it.
The only surefire way to keep them in place is to unassign every worker from these service buildings (even though you might want the passive effect and/or want people to be using the other service). Otherwise it creates a lot of annoying micromanagement to keep track of the total and return goods from the building storage. Also doesn't help that there is a whole seperate tab in the building's UI to see how much is stored there and people might not know they can click on the goods there like in a production building to send them back.
Simply put: service building workers shouldn't pick up service goods from storage if the relevant need is forbidden in consumption control. I'm not sure if they also pick up goods when there aren't any villagers that actually need the service currently, but if they do, that also shouldn't happen.
