Add an in-game timer overlay on events

Add the option to have a an in-game UI element above events that shows the time remaining before the consequence occurs.
Could be similar to the Treasure Stag timer.

Hi! This is already in the game. To view the event progress bar above its 3D model in the game world, simply hold down the ALT key (this will display the workers assigned to the event and a timer).
