Add mouseover tooltip on lock icon in Warehouse

The Main Warehouse window has lock icons with no mouseover tooltips to explain that it locks the resource. Adding a tooltip will help new players understand. It's likely the only icon that does not have any.
I had an issue where I could not use my resources and had to ask on Discord to figure it out, as I had clicked the icon by mistake.
