Currently, there are options under "Consumption control" to enable or disable raw foods and complex foods by default. There is no option for services, but that is fine, since services are only consumed when the player builds a specific building. But an option for clothing would be great, for the same reason the raw and complex foods options are useful: stopping clothing from being worn early when the player would rather save it for the storm or for an event.

Hi, I'm not sure I understand. There is an option to enable/disable clothing consumption in the consumption panel, it's right between service needs and food needs. Clothes will only be consumed by villagers that have a clothing need (so if a species doesn't need coats, it won't use any). You can simply go to the consumption control panel and use the checkboxes below the clothing icon to prohibit consumption.
If there's no option for this, it's possible that you're playing on a map that has a "no consumption control" modifier.
