Liking the game (fun fact, Im walking 15000km all around Australia dressed as a superhero, I rely on solar power, a trolley I push, starlink, and sometimes after a long day of walking, play a game on my battered old laptop)

Was thinking about job competencies, or job experience beyond the existing race trait stuff - coexisting with those bonuses, you have:

A time-based bonus to either comfort or performance or both, just a small buff after a citizen has been in a specific job for say 2 years. Call it a trait maybe "Experienced at ", and it either provides them resolve, comfort, or a +5% chance to double yield or something

That's the carrot - the stick is that it disincentivies you to move citizens around as you constantly have to do, it kind of motivates you to grit your teeth and delay other things you'd like to do, and kind of rewards patience I suppose. Some jobs will always apply, I guess, I pop 2 humans into a farm and they stay there unless there's some dire emergency.

So yeah, to summarise - would be interested to see some kind of competency buff after say 3 years in the job, which is disrupted if the citizen is moved ... or something along those lines.
