Did not take me more than 2 Minutes to realize that this absolute keyfeature is not implemented. Of course I found old Reddit-threads from 2 years ago already stating the problem.
Feature: Using 1-7 to open up the building panels, pressing the button again to select within the panel.

Sorry, did not realize I could assign all buildings to hotkeys via scrolling down within the seconds window in the options menu. It is not a very elegant solution, but better than nothing.
Also possible the copy the style of selecting with panels from Ao4.
