Let me build a persistent settlement in the Citadel

I like throwing away settlements and starting over every mission, but I wish there was one settlement that I could keep building and revisiting. I just can't invest time into making a temporary settlement look exactly the way I want it, knowing that it will be gone forever within hours.

Yes, my thought was to bundle upgrades/expansions for the "home settlement" with the meta upgrades. That way it grows & improves as you progress :)
