Make all seal objectives ones that are obtainable

I had a couple seal objectives that were related to Trade Routes and I had yet to unlock that.
Also, it was unclear to me that I was meant to only attempt to activate one of the three seal goals at a time. I assumed I needed to do all three and wasted time fulfilling multiple conditions.

From what I've noticed, every time you reforge an ancient seal, you will get the same 3 options for each stage. I think it would be a little more interesting if there was some unpredictability there. If it picked 3 options out of 5 possible for each stage, that would add quite a bit of replayability to seals.

There's definitely more than 3 options, especially at higher seals.
