Mouse only option for rotating buildings. (Possibly a toggle)

You know, there are some situations where it's easier just to use the mouse, though hotkeys are of course faster. This could also count as an accessibility option, really. Sometimes it would be easier to click a button with the mouse to rotate a building rather than needing to press R.
If some players didn't like the option, it could be a toggle.
