Name overlay for tooltip icons

Tooltips from hovering over something on screen often contain icons, and I often don't know what they represent. Of course these tooltip icons can't be hovered over or the tooltip disappears.
Please add a keypress toggle to display the names of the tooltip icons while the key is held down, preferably in white and centered on the icon itself.
