Small glades don't give rewards nearly as valuable as dangerous and forbidden glades, which is mitigated before p19 by halving the hostility cost. At p19, the amber cost should also be halved to 2 (or 3). 5 is too steep for their low rewards.
hottake: small glades are rewarding in a different way and don't need to compete or be compared against dangerous. Also, it's more fun to have smalls be less efficient than dangerouses, b/c dangerous based play is more gameplay/risk than small based. Also, smalls are paid in smaller packets so higher resolution should have a cost associated with it. If the needs curve is n(h), then smalls fit it at a smalller d(h) than dangerouses, and that efficiency should be counter balanced.

Also opening dangerous and smalls being not worth it is something you learn in viceroy. Price momentum is a thing. Guides online and the overall consensus is out of date.
