Would love an easy overview on or near buildings to see what the Rain Engine levels are.

Hey there! There is an overlay in the game that does this. You can invoke it by holding TAB. It will show you water types, where engines are installed, and the level at which they are using rainwater.

Press tab, and you'll see an overlay that shows what you want

Agreed! There could be an optional indicator on buildings that are connected to rain engines and those that are actively using rainwater. Could also or separately have a summary screen where you could jump to those buildings that are connected to rain engines and see their status for both dials.
