Swap Cornerstone and Arrivals order

Most of the time, new arrivals can be selected an instant before cornerstones for that year can be selected, which most of the time ends up in me selecting a group of villagers, THEN getting the choice for a cornerstone of the type "when a new person arrives to the settlement...", which makes it a waste of a year. I know there are upgrades and such that can make the time of arrivals change, but could the default order be swapped? First get the cornerstone alert, then get the new arrivals alert.
