Update text to Looming Darkness

I think re-wording the text of Looming Darkness would make the game effect easier to understand:
The rampaging storm stifles the spirit of all living creatures (-4 to Global Resolve). There is an additional -4 to Global Resolve for each hostility level.
I don't know if adding (-12 total) would be too hard to implement.
Having the penalties written out will help beginners understand how the penalties work. It's one of the confusing parts of hostility and the storm season when first learning the game.
